Examples
If the dealer has a 4 then you do not split with 2 4's.
If the dealer has a 5 then you do split with 2 4's.
If the dealer has a 9 then you double down with to 5's (or any 10, with
2 cards).
If the dealer has a 10 then you do not double down with to 5's (or any 10, with
2 cards).
If the dealer has a 9 and you have a 7 and an ace, then you take another
card.
If the dealer has a 9 and you have an 8 and an ace, then you stand.
If the dealer has a 9 and you have a 7 and a 9, then you take another
card.
If the dealer has a 9 and you have a 7 and a 10, then you stand.
If the dealer has a 9 and you have a 7, a 9 and an ace, then you stand.
